The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Corporal Richard H. Brooks (ASN: RA-14332727), United States Army, for gallantry in action as a member of Headquarters Company, 38th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 24 September 1950 in the vicinity of Chungho, Korea. On this date, he was a member of an anti-tank and mine platoon that was accompanying tanks in an infantry attack against bitterly defended enemy strong points. When the lead tank of the column was put out of action by an enemy anti-tank mine, he voluntarily went forward, well beyond the foremost element of our attacking force, searching for enemy mines. Subjected to severe enemy machine gun fire, and with complete disregard for his personal safety, he continued to search for and remove the enemy mines. Approaching an enemy road block, from which poured direct anti-tank fire, he continued his mission until he was fatally wounded. By his valorous conduct and sacrifice, the unit was able to successfully complete its mission with a minimum loss of life and equipment. The gallantry displayed by Corporal Brooks on this occasion reflects great credit upon himself and is in keeping with the highest traditions of the military service.
