The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Corporal Roy E. Bartlow (ASN: ER-16308417), United States Army, for gallantry in action as a member of Company K, 38th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 17 May 1951, in the vicinity of Pungchon-ni, Korea. Corporal Bartlow, a squad leader, led his squad in a furious counterattack against an enemy penetration, so deploying his men and so inspiring them by his courageous leadership that, using rifle and grenade fire and finally bayonets, they overran strong enemy positions, inflicting heavy casualties upon the numerically superior enemy force. Though the entire area was subjected to direct small arms and automatic weapons fire, Corporal Bartlow never hesitated as he led his men in the attack, but fearlessly charged enemy strong points with bayonet and grenades. The gallantry and intrepid leadership displayed by Corporal Bartlow reflect great credit upon himself and uphold the highest traditions of the Military Service of the United States.
