The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain (Armor) Lemos L. Fulmer, United States Army, for gallantry in action in connection with military operations involving conflict with an armed hostile force on 29 April 1969 while serving as the Commanding Officer of Troop C, 1st Squadron, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date, while participating in a combined infantry and armor reconnaissance-in-force operation, the troop suddenly came under a deluge of small arms, automatic weapons, rocket-propelled grenade and recoilless rifle fire from a well-fortified enemy force. In the initial burst of fire three of the lead tanks sustained direct hits by enemy anti-tank grenades, disabling the vehicles and wounding a number of the crewmen. Reacting instantly, Captain Fulmer maneuvered his assault vehicle through the hostile barrage to a position between the enemy troops and the disabled vehicles. Although he had been wounded in the initial contact, he dismounted his vehicle and dashed to one of the damaged tanks which had burst into flames. Then, disregarding the exploding ammunition, he mounted the tank, picked up the wounded tank commander and carried him to safety. Captain Fulmer then returned to the burning vehicle and aided in extinguishing the flames. After returning to his vehicle, Captain Fulmer observed a wounded infantryman pinned down in an open position by the intense hostile fire. Again disregarding his own safety, he maneuvered his vehicle to a position between the enemy and the wounded soldier, dismounted, and dashed to aid the casualty. After carrying the man to safety and medical assistance, Captain Fulmer returned to his vehicle and continued in the assault. Captain Fulmer’s outstanding courage, unwavering devotion to duty and deep concern for the welfare of his comrades were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
