The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) Richard S. Haggman (ASN: 0-340522), United States Army, for gallantry in action against the enemy while serving with Headquarters, 3d Battalion, *** Infantry Regiment, 95th Infantry Division, from 20 November 1944 to 23 November 1944 in the vicinity of Metz, France. In the concluding action of the Metz operation the 3d Battalion of the *** Infantry Regiment sustained heavy casualties due to accurate enemy sniper fire. To end this menace, Captain Haggman, Battalion S-3, advanced fearlessly beyond the front lines and demanded the surrender of the sniper elements. The German officer in command of the snipers surrendered with his entire group. Captain Haggman’s valiant deed at the risk of his own life brought about a surging lift in morale among the Battalion. On many other occasions this intrepid officer boldly solved critical tactical problems while under German fire, and his unflagging devotion to duty was always integral to the combat success of the 3d Battalion. Captain Haggman’s daring conduct and consummate skill reflect great credit upon him and on the military service.
