The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Robert Joe McClellan (AFSN: FR-28693), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Inspector General, Air University, and Vice Commandant, Air Force Reserve Officers Training Corps, Maxwell Air Force Base, Alabama, from 8 August 1975 to 31 July 1979. As Inspector General, he unselfishly devoted a great deal of time responding to complaints of a sensitive nature with unfailing tact and diplomacy. During his tenure as Vice Commandant, he unerring judgment, imaginative leadership, and total dedication resulted in increased enrollments, the production of minority members and women graduates in excess of goals, an increase in availability of computerized data for management decisions, and an upgrade of the overall academic program. The singularly distinctive accomplishments of Colonel McClellan culminate a distinguished career in the service of his country and reflect great credit upon himself and the United States Air Force.
