The President of the United States of America takes pleasure in presenting the Silver Star to Captain Francis D. Rineer (MCSN: 0-11612), United States Marine Corps Reserve, for conspicuous gallantry and intrepidity as Commanding Officer of Company B, First Battalion, First Marines, FIRST Marine Division, in action against enemy Japanese forces on Okinawa, Ryukyu Islands, 9 May 1945. Leading his company in an assault against an extremely well-defended enemy ridge line, Captain Rineer succeeded in reaching his objective after a prolonged and intensive attack against bitterly resisting hostile forces. When a Japanese counterattack developed and the enemy reached positions on the reverse slope of the objective, he unhesitatingly crawled forward to an advantageous observation post despite intense hostile machine-gun and grenade fire and, from this exposed position, directed elements and coordinated fire of his company to completely annihilate the enemy forces. His outstanding courage and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
