By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant Ross H. Scott (ASN: 548878), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters Company, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, Sergeant Ross was mentioned by Captain Jesse Woolridge, now Major, for the conspicuous bravery, coolness, and leadership which he displayed on 15 July 1918. When on the morning he with one section of the Stokes Mortar Platoon found himself surrounded by the Germans, he conducted his section safely back to our lines and attached himself to the command of Captain Wooldridge and aided in the defense of the sector under difficult circumstances.
