By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Elwood G. Roe (ASN: 2338761), United States Army, is cited (Posthumously) by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company E, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, on 20 July 1918 near Roncheres, in the face of deadly machine gun and rifle fire, Private Roe unflinchingly went forward in advance of his company to maintain liaison with the leading company and without regard to personal safety repeatedly exposed himself in order that his company commander might see his signals. He was killed performing this duty.

Private Roe distinguished himself by gallantry in action while serving with Company E, 4th Infantry Regiment, 3d Division, American Expeditionary Forces, in action near Roncheres, France, 30 July 1918, in maintaining liaison under enemy fire.
