The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant Colonel Richard C. Mangrum (MCSN: 0-4412), United States Marine Corps, for heroism and extraordinary achievement while participating in aerial flight in aerial combat with the enemy as Commander of Marine Scout-Bombing Squadron TWO HUNDRED THIRTY-TWO (VMSB-232), during the Solomon Islands campaign. On 28 August 1942, he led a flight of planes in a dive-bombing attack on an enemy surface force of four destroyers. As a result of this attack one destroyer was sunk, one severely damaged, and one received a direct hit. The courageous leadership and utter disregard for personal safety, displayed by him in this attack, were in keeping with the highest traditions of the United States Naval Service.
