The President of the United States of America takes pleasure in presenting the Silver Star to Second Lieutenant Richard R. P. Goheen (MCSN: 0-18851), United States Marine Corps, for conspicuous gallantry and intrepidity as Officer in Charge of a Rifle Platoon of Company E, Second Battalion, Fourth Marines (Reinforced), First Provisional Marine Brigade, in action against enemy Japanese forces on Guam, Mariana Islands, on 21 July 1944. Taking charge of a rifle platoon after the leader was wounded and evacuated, Second Lieutenant Goheen reorganized the platoon and, under heavy fire, led it against a determined foe. On 28 July, leading his platoon in a bold flanking movement to close a gap between the lines of two rifle companies, he prevented what might have been a major breakthrough and, accounting for many casualties, forced the opposition from their strong point. His courageous conduct was in keeping with the highest traditions of the United States Naval Service.
