By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Corporal Evan Fisher (ASN: 542956), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as Battalion Observer with Company I, 7th Infantry Regiment, 3d Division, American Expeditionary Forces, Corporal Fisher was twice blown out of his Observation Post by a shell which destroyed the Observation Posts. Apparently unperturbed he immediately established new Observation Posts. During the period 1 to 17 October 1918, his courage and indifference to the enemy’s fire enabled him to make most valuable reports of the enemy’s movements. His indefatigable efforts on many occasions elicited the commendation of his Battalion Commander. In addition to his duties as Battalion Observer, Private Fisher on several occasions, when all the Battalion Runners had become casualties, carried messages to Regimental Headquarters under the severest kind of artillery and machine gun fire.
