By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Infantry) Paul R. Carroll, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving as a Battalion Intelligence Officer with the 7th Infantry Regiment, 3d Division, American Expeditionary Forces, in the forward position of the Gland sub-sector on 15 July 1918, near Fossoy, France, Lieutenant Carroll shoed the greatest resourcefulness and ability in handling the men of his detachment, establishing relays and observation posts, keeping up communication and information on the progress of the action. He further displayed extreme disregard for danger in patrolling under shell fire and obtaining valuable information from personal reconnaissances on the flank of the Regiment which was attacked by the enemy.
