By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Second Lieutenant (Infantry) Kenneth Barber, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 7th Infantry Regiment, 3d Division, American Expeditionary Forces, and being in charge of a liaison group to connect with French units on the right during the attack on the village near Le Charmel, on 25 July 1918, Lieutenant Barber showed extreme coolness and bravery in leading his detachment through the heavy enemy artillery and machine gun fire to the positions of the French and did at all times display great ability, coolness and resourcefulness throughout the course of this action.
