The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to First Lieutenant (Field Artillery) Arthur C. Waters, Jr. (ASN: 0-1181796), United States Army, for heroism near ***, France, 27 September 1944. When two trucks, one of which was loaded with ammunition, collided near ****, the ammunition was set afire and burned fiercely. Lieutenant Waters, who arrived on the scene immediately after the accident, rushed to the vehicles, assisted the occupants of the burning truck to safety, extinguished two soldiers’ burning clothes and sent the men to an aid station. Then, at his own initiative and although he had to make his way through exploding ammunition, he returned to the danger zone and evacuated other injured infantrymen. Completely disregarding his personal safety, he finally went back to the burning vehicle for a third time and conducted a further search to assure himself that all personnel had been cleared from the area. Lieutenant Waters’ heroism and loyalty to his comrades-in-arms reflect credit upon his character as an officer.
