Charles Franklin was reported Missing in Action following a mission on August 14, 1966, and later declared dead while missing. In 1988 his remains were recovered and returned to the United States.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Charles Edward Franklin (AFSN: FV-3057881), United States Air Force, for gallantry in action in connection with military operations involving conflict with an armed hostile force while serving with the 421st Tactical Fighter Squadron, 388th Tactical Fighter Wing, SEVENTH Air Force, near Hanoi, North Vietnam on 14 August 1966. On that date, Captain Franklin was element leader of a flight of F-105 Thunderchiefs attacking a strategic petroleum storage area north of Hanoi, North Vietnam. In spite of intense anti-aircraft fire, Captain Franklin delivered his flak suppression ordnance precisely on target at great personal risk. By his gallantry and devotion to duty, Captain Franklin has reflected great credit upon himself and the United States Air Force.
