The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) James O. Starn (ASN: 0-2043028), United States Army, for gallantry in action while serving with Company M, 3d Battalion, 145th Infantry Regiment, 37th Infantry Division, in action against the enemy at Luzon, Philippine Islands, on 20 February 1945. During an attack on strong enemy positions in Manila, Lieutenant Starn observed a wounded soldier lying fully exposed to heavy enemy small arms and automatic weapons fire. Lieutenant Starn left his covered position, dashed through the intense fire to the side of the injured man, lifted him bodily and carried him back to safety. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
