    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Oliver O. Withouse (ASN: 37135038), United States Army, for gallantry in action while serving with Company I, 3d Battalion, 129th Infantry Regiment, 37th Infantry Division, in action against the enemy at Luzon, Philippine Islands, on 29 January 1945. Immediately after an infantry company had captured a hill the enemy counterattacked with tanks placing heavy machine gun and 47-mm. fire on our troops. One of the members of the company was wounded and was lying in an exposed position near Private First Class Withouse. Realizing that his companion was badly wounded, Private First Class Withouse moved toward him over the fire-swept ground, and dragged the wounded man to safety. The gallant actions and dedicated devotion to duty demonstrated by Private First Class Withouse, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
