The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Ernest R. Shivy (ASN: 36540854), United States Army, for gallantry in action while serving with Company G, 2d Battalion, 145th Infantry Regiment, 37th Infantry Division, in action against an armed enemy at Luzon, Philippine Islands, during World War II. When two rifle platoons encountered heavy concentrations of enemy machine gun and 90-mm. mortar fire in Manila on 23 February 1945, many casualties were inflicted. Disregarding the shells bursting around him, Private Shivy moved from one wounded man to another administering first aid and aiding in their evacuation. Finally, he moved through a particularly heavy mortar barrage to aid two wounded men. He dressed one man, but as he attempted to treat the other, Private Shivy was wounded. He continued treatment until he was forced to retire for treatment of his own wounds. Private Shivy’s courage and outstanding devotion to duty were in the highest tradition of the military service.
