The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Lieutenant Colonel (Infantry) Herbert W. Radcliffe, United States Army, for gallantry in action while serving as Commanding Officer of the 2d Battalion, 148th Infantry Regiment, 37th Infantry Division, in action against the enemy at Luzon, Philippine Islands, on 18 February 1945. When an attack of an Infantry company on a strong enemy-held building was halted by heavy hostile fire, Colonel Radcliffe, a battalion commander, elected to direct the fire of a tank in a coordinated attack against the structure. The tank placed direct fire on the thick walls of the building and shell fragments ricocheted dangerously close to him. Although a man standing at his side was fatally wounded by flying shell fragments, Colonel Radcliffe continued to direct the fire of the tank for 30 minutes, all the time exposed to enemy fire and shell fragments from our own lines. This tank fire was so accurate and effective that the company was subsequently able to enter and capture the building. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
