    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Richard A. Lowe (ASN: 0-1295570), United States Army, for gallantry in action while serving with the 148th Infantry Regiment, 37th Infantry Division, in action against the enemy at Luzon, Philippine Islands, on 24 January, 1945. Lieutenant Lowe was leading a 24-man patrol when it encountered an enemy road block manned by an estimated 50 Japanese armed with light and heavy machine guns and rifles and supported by three light tanks. Although the patrol was hemmed in on the road by the enemy to their front and rear and with five of its six quarter-ton vehicles put out of action, Lieutenant Lowe retained full control of his men, directing them across rice fields so that they could by-pass the road block. While doing so, he personally manned a pedestal-mounted light machine gun from the hood of his vehicle, the only machine gun the patrol had left in action. His accurate fire caused numerous casualties among the Japanese and prevented the enemy tanks from taking up the pursuit. On three separate occasions, Lieutenant Lowe disregarded the intense enemy fire to halt the vehicle and turn it about so that he could bring fire to bear on the Japanese. Lieutenant Lowe took a daring and aggressive attitude when attacked, and his personal demonstration of courage and cool-headed command of the situation set an example for his men which enabled them to complete their mission while under heavy fire. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
