The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Richard M. Lally (ASN: 0-1307425), United States Army, for gallantry in action while serving with Company H, 2d Battalion, 129th Infantry Regiment, 37th Infantry Division, in action against the enemy at Luzon, Philippine Islands, on 10 February 1945. During an intense artillery barrage two members of Lieutenant Lally’s platoon were seriously wounded. Lieutenant Lally immediately left his covered position, despite the heavy fire, and crawled over exposed ground to their assistance. He successfully reached the men and administered first aid which did much to speed their recovery. Then, while on his way back to his original position, Lieutenant Lally was seriously wounded in the arm and side when a shell exploded near him. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
