    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to First Sergeant David L. MacFadden, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in various positions of great responsibility during the period 30 November 1966 to 30 November 1996, culminating as First Sergeant of the Medical Company, and Senior Medical Noncommissioned Officer, United Stat es Army Medical Department Activity, Fort Drum, New York. First Sergeant MacFayden used a “powerdown” concept and empowered the noncommissioned officers to enhance their management skills. His superb leadership and personal management skills resulted in the activity continually accomplishing the mission with military manpower under 70 percent strength. First Sergeant MacFadden’s exemplary performance of duty was in keeping with the highest traditions of military service reflecting great credit upon him, the United States Army Medical Command, the Army Medical Department, and the United States Army.
