The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Infantry) James B. Gall (ASN: 0-348050), United States Army, for exceptionally meritorious conduct in the performance of outstanding services on Luzon, Philippine Islands, January 9 to April 19, 1945. As Commanding Officer of the 1st Battalion, 148th Infantry Regiment, 37th Infantry Division, Colonel Gall skillfully led his unit in the assault in Lingayan Gulf, through the central plains of Luzon, in the liberation of Manila and in the fighting near Irisan and Baguio. During the battle for Manila, he constantly supervised the orientation, coordination and action of his attacking elements and often exposed himself while making reconnaissance to insure maximum effectiveness of the battalion. During the Baguio operation, he fearlessly led his men on one of the eight ridges surrounding a strategically situated, and fiercely contested, enemy bridge. After a furious struggle his battalion wrested the ridge from the enemy and assisted in securing the vital span which paved the way for the subsequent assault on Baguio. Through his brilliant leadership, outstanding tactical knowledge, inspiring example, Colonel Gall contributed in marked degree to the continued success of his regiment.
