The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry), [then First Lieutenant James C. Finnie (ASN: 0-1795030), United States Army, for gallantry in action while serving with Company B, 1st Battalion, 145th Infantry Regiment, 37th Infantry Division, in action against an armed enemy Luzon, Philippine Islands, during World War II. Lieutenant Finnie exhibited outstanding courage and tactical skill while leading his platoon during the attack against the strongly defended General Post Office Building in Manila on 21 and 22 February 1945. He personally led his men in a vigorous assault and forced an entrance into the main floor of the building against intense hostile fire. Nightfall forced the suspension of the battle, but the next day Lieutenant Finnie again was in the forefront of the advance. After securing the first floor, he led the balance of his company in an aggressive sweep which neutralized hostile positions on the second and third floors. Then he directed that holes be blown in the main floor of the building, and effective fire was placed on the basement which quickly annihilated the remaining enemy. Lieutenant Finnie’s daring and heroic leadership contributed much to the success of the attack. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
