The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Lieutenant Colonel (Infantry) Richard D. Crooks (ASN: 0-296343), United States Army, for gallantry in action while serving as Commanding Officer of the 1st Battalion, 145th Infantry Regiment, 37th Infantry Division, in action against the enemy at Manila, Luzon, Philippine Islands, on 14 February, 1945. While preparing plans for the employment of the infantry battalion which he commanded, Colonel Crooks personally reconnoitered the most advanced positions along the front line. Although exposed to enemy observation and close range fire, he calmly and efficiently completed his mission. As he prepared to return to his command post he was killed by hostile fire. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
