    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Field Artillery) Kenneth Cooper (ASN: 0-184126), United States Army, for exceptionally meritorious conduct in the performance of outstanding services while serving with the Division Artillery, 37th Infantry Division, at New Georgia, Solomon Islands, where his judicious tactical employment of artillery from 19 July to 6 August 1943, was responsible in a large measure for wearing down stubborn Japanese resistance. The sound advice and explicit instructions this Executive Officer of Division Artillery imparted to the battalion commanders and liaison officers enabled them to confidently fulfill their difficult missions. Although the battalions were widely separated and the communication lines were over water routes and under constant observations of the enemy, Colonel Cooper’s astute faculty for organizing and coordinating made possible the creation of a well-balanced and efficient fire control center and command system. The singularly distinctive accomplishments of Colonel Cooper and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Army.
