The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Warrant Officer (W-1) William Raymond Hartwell (ASN: W-3153397/RA-16823293), United States Army, for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty on 4 September 1967, in the Republic of Vietnam. Warrant Officer Hartwell distinguished himself by exceptionally valorous actions while serving as aircraft commander and fire team leader of a light fire team supporting ground operations. The ground force had made heavy contact with an enemy force and was pinned down by the intense enemy fire. Warrant Officer Hartwell immediately proceeded to the area to support the ground force. Once in the area he quickly and accurately evaluated the situation and began his attacks on the enemy positions. Despite the intense hostile fire, he delivered numerous accurate barrages of suppressive fire into the Viet Cong emplacements. He continually exposed himself to the enemy fire as he provided cover fire for the extraction of the ground unit. His actions are in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
