The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry), [then Second Lieutenant] Paul D. Phipps (ASN: 0-1319971), United States Army, for gallantry in action in northern France while serving with the 359th Infantry Regiment, 90th Infantry Division. On 3 July 1944, Lieutenant Phipps was advancing ahead of his scouts when he was fired upon and wounded by an enemy machine gun. Despite his wound and the odds against him, Lieutenant Phipps assaulted the machine gun position alone and knocked it out with two hand grenades. By his gallant act Lieutenant Phipps facilitated the continued advance of his unit.
