The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Ensign Steve Francis Bednar (NSN: 0-368408), United States Naval Reserve, for heroism and extraordinary achievement while participating in aerial flight as pilot of a carrier-based Torpedo Plane assigned to attack an important enemy aircraft assembly plant in the Tokyo area on 16 February 1945. Immediately after pushing over in his dive, his plane was hit by anti-aircraft fire, resulting in almost complete loss of his port engine stabilizer and elevator. Notwithstanding this damage, and without regard for personal safety, he pressed his attack to minimum altitude to score damaging hits on enemy installations. During the homeward flight, his formation was subjected to aggressive enemy fighter attacks in an 80-mile running battle over the Japanese homeland. His courage and superior airmanship were at all times inspiring and in keeping with the highest traditions of the United States Naval Service.
