    Under the provisions of Executive Order 11545, July 9, 1970, the Secretary of Defense of the United States of America take pleasure in awarding the Defense Distinguished Service Medal to Lieutenant General Robert Duane Beckel, United States Air Force, for exceptionally meritorious and distinguished service contributing to national security and defense, in a position of great responsibility to the Government of the United States. Lieutenant General Beckel distinguished himself by exceptional service as Deputy Chairman, Military Committee, North Atlantic Treaty Organization (NATO), Brussels, Belgium, from July 1987 to January 1990. In this important position, General Beckel displayed keen managerial skill, diplomatic sensitivity and a broad understanding of politico-military issues during a time of transition for the Alliance. His greatest challenge was as the Military Advisor to the Chairman of the High Level Task Force. He provided sound military advice during sensitive negotiations resulting in the development of the western negotiating position for the reduction of conventional armed forces in Europe and confidence and security building measures. As advisor to the Military Committee on Nuclear Affairs, he focused on restructuring and modernization of our nuclear forces and kept these issues before the Nuclear Planning Group. As Co-Chairman of the Senior NATO Logistics Conference, he developed a well-defined logistics work program and successfully increased ammunition stocks in the Southern Region. The distinctive accomplishments of General Beckel reflect great credit upon himself, the United States Air Force, and the Department of Defense.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Robert Duane Beckel, United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving as an F-100 Fighter Pilot with the 614th Tactical Fighter Squadron, PACIFIC Air Forces, in action near Khe Sanh, Republic of Vietnam, on 24 January 1968. On that date, Captain Beckel was scrambled to strike a hostile artillery position shelling Khe Sanh. Despite marginal lighting, poor visibility, a highly restrictive run-in heading and extremely heavy anti-aircraft fire, he delivered his ordnance with complete disregard for his own personal safety, precisely on the hostile position completely destroying it. By his gallantry and devotion to duty, Captain Beckel has reflected great credit upon himself and the United States Air Force.

General Beckel distinguished himself as Commander, FIFTEENTH Air Force, March Air Force Base, California, from 5 February 1990 to 30 June 1992. During this period, General Beckel’s outstanding achievements and his dynamic leadership and initiative resulted in the superbly executed deployment of assigned B-52 bombers and KC-135 air refueling tankers to support Operations DESERT SHIELD and DESERT STORM. These forces were instrumental in providing the critical air refueling bridge to deploy additional Air Force personnel and aircraft, as well as units from other services, to the Persian Gulf. During Operation DESERT STORM, Fifteenth Air Force bombers provided crucial support to the theater commander, crushing the resolve of the elite Iraqi Republican Guard. Under General Beckel’s guidance his command developed an extremely innovative plan to reorganize all Strategic Air Command air refueling assets to address lessons learned from the Southwest Asian conflict and the changing world order after the collapse of the Soviet Union. The singularly distinctive accomplishments of General Beckel culminate a long and distinguished career in the service of his country and reflect the highest credit upon himself and the United States Air Force.
