    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Major General Robert Minter Alexander, United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Alexander distinguished himself as Assistant Chief of Staff, Studies and Analysis; Commander, Air Force Center for Studies and Analysis; and Director of Plans, Deputy Chief of Staff, Plans and Operations, Headquarters United States Air Force, the Pentagon, Washington, District of Columbia, from 12 June 1988 to 29 July 1991. General Alexander’s outstanding leadership during a period of epochal change was directly responsible for some of the most outstanding achievements in the history of the United States Air Force. His keen, analytical skills profoundly benefited virtually every major weapon system and force structure decision facing the Air Force. The vision of a paradigm for air power he developed will carry the Air Force into the twenty-first century and beyond, and is becoming a reality through the reshaping of outmoded concepts and doctrines. During the Gulf Crisis of 1990 – 1991, his aggressive leadership and strategic insight were instrumental in providing outstanding support to the Operation DESERT STORM Air Campaign, an operations plan whose complexity and decisiveness culminated in the greatest achievement of American air power since the strategic bombing campaigns of World War II. The singularly distinctive accomplishments of General Alexander reflect the highest credit upon himself and the United States Air Force.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain Robert Minter Alexander, United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving as a Forward Air Controller with the 21st Tactical Air Support Squadron, Nha Trang Air Base, Vietnam, SEVENTH Air Force, in the Republic of Vietnam, on 31 January 1968. On that date, hostile forces initiated an attack against the city of Phan Thiet in an effort to seize the Provincial Capital. From the onset of the attack, Captain Alexander flew continuous missions night and day directing helicopter gunships, airstrikes, artillery and AC-47 gunships on hostile positions. He directed airstrikes in close proximity to friendly units moving in to relieve the besieged city, enabling their passage with minimum losses. The gallantry and selfless devotion to duty displayed by Captain Alexander reflect great credit upon himself and upheld the highest traditions of the United States Air Force.

    The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain Robert Minter Alexander, United States Air Force, for gallantry in connection with military operations against an opposing armed force while serving as a Forward Air Controller with the 21st Tactical Air Support Squadron, Nha Trang Air Base, Vietnam, SEVENTH Air Force, at Phan Thiet, Republic of Vietnam, from 18 February 1968 to 19 February 1968. During that period, Captain Alexander flew Forward Air Controller missions in support of Dinh Tuan Province Headquarters which was attacked by a large, heavily armed hostile force. Despite intense anti-aircraft fire, Captain Alexander flew low over the belligerent force, with complete disregard for personal safety, while successfully directing the delivery of air munitions with unusual precision and accuracy against unfriendly positions within the city. He was directly responsible for breaking the momentum of the hostile attack, thereby saving many friendly lives while denying the opposing force important military objectives. By his gallantry and devotion to duty, Captain Alexander has reflected great credit upon himself and the United States Air Force.
