The Secretary of Defense of the United States of America takes pleasure in presenting the Defense Distinguished Service Medal to Lieutenant General Barry Richard McCaffrey (ASN: OF-101587), United States Army, for exceptionally distinguished service as Director for Strategic Plans and Policy Directorate, the Joint Staff, from June 1992 to February 1994. Throughout this dynamic period in our Nation’s history, General McCaffrey’s vision, leadership, and unswerving dedication forged the way ahead on crucial issues such as Strategic Arms reductions, dismantlement of nuclear arms, nonproliferation of weapons of mass destruction, evolution of the North Atlantic Treaty Organization Alliance, Bosnia policy, and United Nations operations in Somalia, Cambodia, and Haiti. His contributions of the highest levels of government and his keen grasp of both the international and interagency decision processes affected every aspect of our national security. Indicative of his credibility among senior political and military leaders, he accompanied the President of the United States to the first United States-Russian Summit in Vancouver, and the Asia-Pacific Leaders meeting in Seattle. The distinctive accomplishments of General McCaffrey reflects great credit upon himself, the United States Army, and the Department of Defense.
