The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Raymond Scheyven, Belgian Civilian, for gallantry in action as a member of the Belgian Resistance Movement. Monsieur Scheyven was the head of the organization which obtained and distributed secret funds throughout Belgium, not only to resistance groups, but also to the families of workmen who, in order to evade service in Germany, to the Marquis. Although a young man, his powers of leadership and organizing ability were exceptional. With complete disregard for his own safety, Monsieur Scheyven provided the means with which resistance, active and passive, was manifested.
