The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Robert Leclercq, Belgian Civilian, for gallantry in action as a member of Group G of the Belgian Resistance Movement. Monsieur Leclercq was one of its pioneers. As head of its intelligence service, he took over the leadership of this organization in March 1944, after the original chief and his principal lieutenants had been arrested by the Germans. Despite the fact that the enemy had precise information as to his description and was determined to eliminate him, Monsieur Leclercq carried out his task with complete disregard for danger. He never spared himself. His energy, determination, and qualities of leadership were largely responsible for the success of this group.
