The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Major (Air Corps) Herbert Arthur Dargue, United States Army Air Corps, for extraordinary achievement while participating in an aerial flight. Major Dargue, as one of the pilots of the airplane NEW YORK and as commanding officer of the Pan American flight, from 21 December 1926, to 2 May 1927, by his untiring energy, broad vision, and technical knowledge assisted materially in the organization of this important expedition. His leadership, skill, sound judgment, and courageous conduct were vital factors in bringing to a successful completion this mission of good will. In the excellent performance of his many important duties, he brought great credit to himself and to the Army of the United States, and contributed to the cause of Pan American amity.

    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Major General Herbert Arthur Dargue, United States Army Air Forces, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility as Assistant to the Chief of the Air Corps and as Commanding General of the FIRST Air Force. As Assistant to the Chief of the Air Corps and as Chief of the Inspection Division, he distinguished himself in the operation of Air Corps inspection, technical and administrative matters. His grasp of exceedingly complicated factors afforded him the opportunity to play an important part in the development and expansion of the Army Air Forces and led to his advancement on 18 July 1941, to Commanding General of the FIRST Air Force. By his untiring energy, broad vision and technical knowledge, he contributed materially in the development of plans and policies for utilization of air power in the defense of the United States. His leadership, sound judgment and devotion to duty were major factors in his contribution to the larger war effort.
