The President of the United States of America, under the provisions of the Act of Congress approved July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Major General Frank Edward Lowe, United States Army, for extraordinary heroism in connection with military operations against an armed enemy of the United Nations while serving as the Personal Representative of the President of the United States, attached to the Far East Command, with the mission of observing and reporting on military operations in Korea, from 10 August 1950 to 9 April 1951. Accepting personal hazards far beyond the requirements of his mission, Major General Lowe devoted long periods of time with the forward elements of our major units in combat in order that he might better observe and evaluate the battle efficiency of the United Nations Command. The extraordinary heroism displayed by Major General Lowe on this occasion reflects the greatest credit on himself and is in keeping with the high traditions of the military service.
