Completely disregarding his own safety General Greer remained in forward areas and personally directed the operations which culminated in the successful storming of strong defensive positions at Fort du Roule and Cherbourg. His personal contact with the commanders of the attack units was maintained in the face of severe enemy fire, and he repeatedly exposed himself to this enemy fire, in order to enable the division to accomplish its mission. His presence in forward areas while those around him were becoming casualties imparted confidence to both officers and enlisted men. By his courageous direction, heroic leadership and superior professional ability, General Greer set an inspiring example reflecting the highest traditions of the armed forces.

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Brigadier General [then Colonel] Frank Upton Greer (ASN: 0-8423), United States Army, for gallantry in action while engaged in military operations involving conflict with an armed hostile force while serving as Commanding Officer of the 18th Infantry Regiment, 1st Infantry Division in North Africa and Sicily, during the period from March through July 1943. When his regiment was savagely attacked by enemy armored units, General Greer personally reconnoitered the situation and moved his command post to a position affording maximum observation, although exposed to constant enemy artillery fire and aerial attack.
