The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Staff Sergeant Richard Merrill. Neel (ASN: 33682799), United States Army Air Forces, for gallantry in action in aerial flight on 25 May 1945, while serving as Blister Gunner of a B-29 Very Heavy Bomber of the 39th Bombardment Squadron, 6th Bombardment Group (Very Heavy), TWENTIETH Air Force, from a base in the Mariana Islands. Sergeant Neel was left Blister Gunner of a B-29 crew in a low level, night incendiary mission against industrial targets in Tokyo, Japan. Shortly after bombs away, the aircraft sustained a direct hit by a heavy caliber anti-aircraft shell, destroying the controls, severely damaging the radio equipment, knocking out two engines, and starting three fires within the plane. Sergeant Neel, despite a broken leg, an arm injury, head injuries, and other severe wounds, remained at his position while over the target, during the withdrawal and throughout subsequent attacks, by three suicide planes, leaving his position only when ordered to do so in order to receive first aid treatment. Upon the arrival of his plane at Iwo Jima, it was found that the field was closed in due to adverse weather conditions and a bail-out was ordered. Sergeant Neel, despite severe pain from his injuries, displayed extreme fortitude by walking to the escape hatch and jumping without the assistance of any other members of the crew. By his magnificent performance of duty while suffering from severe injuries, Sergeant Neel reflected great credit upon himself and the Army Air Forces.
