The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Leland A. Liebe, United States Army, for exceptionally meritorious service over a 24-year career, culminating as the Director of Intelligence, Special Operations Command South, Homestead Air Reserve Base, Florida, from 18 July 2012 to 30 September 2014. During this period, Colonel Liebe’s hallmark traits were displayed through unparalleled professionalism, leadership, and dedication. Colonel Liebe conducted himself in an exemplary and professional manner, putting service and mission before self to achieve superb results. Having a distinctive understanding of the strategic and tactical dimensions of complex Special Operations Forces mission and intelligence requirements, Colonel Liebe personally fostered lasting relationships with interagency partners, fundamentally transforming the intelligence engagement methodology of Special Operations Command South. The distinctive accomplishments of Colonel Liebe culminate a distinguished career in the service of his country and reflect great credit upon himself, Special Operations Command South, the United States Army, and the Department of Defense.
