The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Infantry) James Barclay Carvey (ASN: 0-22095), United States Army, for gallantry in action while serving with Headquarters, 3d Battalion, 26th Infantry Regiment, 1st Infantry Division, in action against the enemy in North Africa and Sicily, during the period from April through July 1943. During a daylight attack upon a strategic enemy hill, Major Carvey successfully installed rifle and machine gun units in advantageous positions on the exposed southern slope of the hill. His careful reconnaissance under intense artillery fire and his keen analysis of the terrain enabled his battalion to control the southern slope of the hill, although driven off higher terrain features time and again. The gallant actions and dedicated devotion to duty demonstrated by Major Carvey, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
