Headquarters, II Field Force Vietnam, General Orders No. 231 (January 29, 1969)

The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to Chief Warrant Officer (CW-2) Frank E. Davis (ASN: W-3154575), United States Army, for heroism while participating in aerial flight evidenced by voluntary action above and beyond the call of duty on 1 December 1968 while serving as an Aircraft Commander with the Air Cavalry Troop, 11th Armored Cavalry Regiment, in the Republic of Vietnam. On this date Warrant Officer Davis was called upon to fly a night emergency re-supply mission. As his helicopter approached the landing zone, it received intense hostile fire, causing the engine to fail. Realizing that the engine had failed, Warrant Officer Davis engineered a safe landing even though the height of the trees surrounding the area necessitated an almost vertical approach to the landing area. Turning over the controls of the aircraft to his second pilot, he skillfully and without the aid of a landing or searchlight, observed the distance, judged the timing and talked the pilot down through the critical area. After landing, Warrant Officer Davis was instrumental in maintaining a defensive perimeter around the downed aircraft until it could be secured by ground elements. Chief Warrant Officer Davis’ outstanding flying ability and outstanding devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
