    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Colonel Arthur F. Binney (MCSN: 0-4353), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Staff of the FIRST Marine Aircraft Wing from 18 August 1951 to 31 December 1951 in Korea. During this period Colonel Binney demonstrated outstanding professional ability. His thorough understanding of the complex nature of modern warfare, his meticulous attention to every Wing problem, coupled with his keen analysis of the character and ability of his associates, enabled him to weld the Staff Sections into an integrated highly efficient operating team. Under his leadership the daily operations of the Wing were conducted with such a minimum of friction that the detailed plans for combat operations and displacement of the Wing forward, could be formulated with painstaking attention to every detail. He maintained close liaison with Army, Air Force and Navy Staffs, and rendered invaluable assistance in advising the Commanding General on all aspects of the Wing’s operations against the enemy. By his judgment, outstanding professional skill and conscientious devotion to duty he contributed materially to the success achieved by the United Nations Forces in Korea. Colonel Binney’s skilled service and exemplary conduct were in keeping with the highest traditions of the United States Naval Service. (Colonel Binney is authorized to wear the Combat “V”.)
