The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star (Posthumously) to Corporal Harold K. Delaney (ASN: 37119787), United States Army, for gallantry in action and disregard for personal safety while serving with the 60th Field Artillery Battalion, 9th Infantry Division, on 16 July 1944 during the operations in France. His actions reflects the highest credit upon himself and the Armed Forces of the United States.
