The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel (Armor) Frank E. McDermott, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from August 1970 to July 1971. [This award supersedes the Meritorious Service Medal awarded to Lieutenant Colonel Frank E. McDermott for meritorious service during the period August 1970 to July 1971, as announced in General Orders No. 284, Headquarters, III Corps and Fort Hood, Fort Hood, Texas, 28 June 1971.]
