    The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Command Sergeant Major James P. Sullivan, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Command Sergeant Major, 3d Brigade, 4th Infantry Division (Mechanized), Fort Carson, Colorado, from April 1970 to March 1971. During this period, Sergeant Major Sullivan displayed qualities unmatched by others of his grade and position. His professional competence and exemplary devotion to duty enabled him to accomplish every task with dispatch and efficiency. His tact, ability to influence others, and the rapport he enjoyed with soldiers made him an invaluable advisor to his Battalion and Brigade Commanders and earned him the respect and admiration of his subordinates and superiors. Sergeant Major Sullivan’s distinguished performance of duty throughout his military career represents outstanding achievement in the finest traditions of the United States Army and reflects utmost credit upon himself and the military service.
