    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Second Lieutenant (Field Artillery) Ronald D. McKay, United States Army, for gallantry in action while serving with the 36th Infantry Division, in action against the enemy while setting up an observation post in the face of intense enemy machine gun fire on a hill in Italy on 2 February 1944. As forward observer, he realized the necessity for bringing immediate, effective artillery fire on the enemy guns and, regarding the safety of his men above personal security, left his radio at the foot of the hill and without assistance started laying wire up to an observation post from which he could direct the artillery fire. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
