The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class [then Private] Robert S. Dugger (ASN: 34946023), United States Army, for gallantry in action while serving with Headquarters Company, 2d Battalion, 30th Infantry Regiment, 3d Infantry Division. While acting as lead scout in a company attack on an enemy fortified hill north of Kaysersberg, France, 16 December 1944, Private First Class Dugger, rifleman, crawled 25 yards forward under machine gun fire to within 75 yards of the enemy. As he crossed an enemy fire land, he was wounded. Taking a slightly covered position, he fired three rifle grenades which killed on German, wounded five others and knocked out two machine guns. Continuing forward, Private First Class Dugger was wounded again by an enemy concussion grenade and was evacuated. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
