The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Sergeant First Class Randall Lloyd Harvey (ASN: 18293741), United States Army, for gallantry in action while engaged in military operations against an armed hostile force in the Republic of Vietnam on 8 March 1969. Sergeant First Class Harvey distinguished himself while serving in Company D, 1st Battalion, 506th Infantry Regiment, 101st Airborne Division. At approximately 1730 hours on the cited date, Sergeant Harvey was leading a road clearing patrol through low rolling coastal plains near Hue, Republic of Vietnam. His patrol consisted mainly of soldiers who were not combat veterans, which necessitated his being near the front of the patrol. While searching along the road, he was leading his men around a small open area when n undetermined size enemy force initiated contact. At this time, he set the example for his patrol by charging the enemy. The enemy force was completely routed from its positions by the surprise assault and fled in all directions. Sergeant Harvey, despite the direct enemy small arms fire, encouraged his men to pursue the withdrawing enemy. At this time, a tractor near Sergeant Harvey tripped a land mine. The resulting blast wounded Sergeant Harvey in both legs and in his left arm. Though severely wounded, he continued to direct his troops until he became unconscious from the loss of blood. Sergeant First Class Harvey’s personal bravery and devotion to duty were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
