The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Corps of Engineers) John F. Mann (ASN: 0-1115016), United States Army, for gallantry in action as a member of Company A, 150th Engineer Combat Battalion, 1135th Engineer Combat Group, XII Corps, in action against an armed enemy on 23 November 1944, in France. Lieutenant Mann by his utter disregard for personal safety successfully completed the construction of the first Bailey Bridge over the Saar River in the vicinity of Fenetrange, France. Although the site was under enemy artillery and mortar fire throughout construction and the character of the site and terrain presented many difficult problems, these were overcome by his technical skill and determination. The manner in which Lieutenant Mann carried through to completion this vital mission reflects great credit upon himself and upholds the highest traditions of the Military Service of the United States.
