    Under the provisions of Department of Defense 1348.33-M, the Secretary of Defense has awarded the Defense Superior Service Medal to Lieutenant Colonel Thomas E. Allen, United States Air Force, for exceptionally superior service to the Department of Defense while serving as Assistant Military Secretary and Frequency Spectrum Manager, United States Military Communications-Electronics Board, C4 Systems Directorate, the Joint Staff, from May 1994 to August 1997. Lieutenant Colonel Allen made significant contributions to Warfighting capabilities of the National Command Authorities, the Chairman of the Joint Chiefs of Staff, the combatant commanders, and allies through his exemplary leadership skills, technical knowledge, determination, and uncommon dedication to accomplish the mission. Lieutenant Colonel Allen has been instrumental in developing the backbone for a national frequency spectrum strategy which helped protect the warfighter’s ability to train and fight. His efforts included gathering Key DoD documentation on spectrum, putting the vehicle in place for continued spectrum management awareness among Capitol Hill members and presenting various papers on spectrum for the Assistant Secretary of Defense for Command, Control, and Communications in international for a. The distinctive accomplishments of Lieutenant Colonel Allen reflect great credit upon himself, the United States Air Force, and the Department of Defense.
